General Statement of Job
The City of Manassas Park is accepting applications for the position of Deputy Emergency Management Coordinator. This is a part-time position with flexible work hours and has no employee benefits. The Deputy Emergency Management Coordinator is the lead position for Emergency Management in the City under the Emergency Management Director (City Manager) and Emergency Management Coordinator (Fire Chief). The Deputy Emergency Management Coordinator is the primary point of contact for the Division of Emergency Management.
This position requires a thorough knowledge of the Virginia Department of Emergency Management (VDEM) Laws, understanding of all-hazards emergency planning, National Incident Management System (NIMS) compliance, Community Emergency Response Team (CERT), emergency operations planning and response, and state and federal grant processes. The Deputy Emergency Management Coordinator plans, analyzes, and develops the City emergency plans for response, recovery and mitigation, manages preparedness programs; directs and coordinates activations of the City Emergency Operations Center. Work is performed under regular supervision of the Fire Chief.

Specific Duties and Responsibilities
1. Coordinates and maintains a comprehensive emergency operations plan and related annexes including response and recovery phases for a wide range of emergencies and disasters.
2. Ensures compliance with all applicable state and federal laws and codes related to emergency management.
3. Manages, directs, and coordinates the activation and functions of the City’s Emergency Operations Center (EOC).
4. Manages and maintains EOC equipment, resources, and data systems, ensuring EOC capability and readiness in an emergency activation.
5. Acts as liaison and partners with key federal, state, regional, and local agencies and organizations, ensuring coordination and collaboration with all stakeholders.
6. Serves as liaison for the Community Emergency Response Team (CERT) to include the community in training exercises and emergency relief efforts.
7. Develops, manages, and implements a variety of community-based emergency preparedness training and education programs.
8. Plans, organizes, and conducts emergency preparedness presentations for citizen and neighborhood groups, businesses, and other members of the public.
9. Coordinates departmental activities with other departments and agencies.
10. Collects data and monitors natural disasters, hazardous spills, nuclear, biological and chemical attacks, acts of terrorism, and other similar situations.
11. Disseminates information and educational materials pertaining to disaster preparedness prior to and in the event of a natural disaster or crisis situation.
12. Plans, designs, and executes disaster preparedness training and simulation exercises.
13. Evaluates exercise performance, as well as emergency incident responses, develops improvement plans and revises response plans accordingly.
14. Provides management and administration for City NIMS Compliance.
15. Ensures the readiness of the Emergency Operations Center and associated personnel.
16. Conducts an analysis of potential hazards in the community and develops corresponding action plans.
17. Assists with securing grant funding for emergency preparedness programs and equipment.
18. Manages grant reimbursement efforts to facilitate the City’s economic recovery following disasters and major emergencies.
19. Assists in the preparation, review, and justification of the annual departmental budget.
20. Formulates plans and procedures; conducts research and presents recommendations.
21. Demonstrates leadership, management, and technical skills through effective communication and collaboration, proper utilization of team resources, progressive decision-making, personal accountability and responsibility.
22. Functions with a high degree of independence, employs sound professional judgment, establishes priorities that are committed to the mission, vision and core values of the City and the department and demonstrates such through ethical conduct, community stewardship, individual initiatives and responsive service.
23. Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
24. Performs related duties as required.

Minimum Education, Training, and Experience
The equivalent of an Associate’s degree in emergency management, homeland security, public safety services management, public administration, or a related field.
Completion of National Incident Management System (NIMS) IS-700 and IS-800 courses; Incident Command System (ICS) 100, 200, 300, 400.
Three (3) to five (5) years of progressively responsible experience in public safety, emergency/disaster planning, preparedness, recovery, mitigation and resource management.
Or, a combination of education, training, and experience which provides the required knowledge, skills, and abilities.
A valid Virginia Driver’s License with acceptable driving record.
Preferred: A Bachelor’s degree from an accredited college or university in emergency management, homeland security, public safety services administration, public administration, or a related field.
Preferred Certifications: Successful completion of the Federal Emergency Management Agency (FEMA) Advanced Professional Series (APS) and Professional Development Series (PDS) OR successful completion of the National Emergency Management Basic or Advanced Academy Program.
